2024 Session Summary
The legislature adjourned sine die on March 8, 2024. This update is a list of the ICC’s tracked bills in the 2024 session.
SB17 Age Verification (Sen. Bohacek)
This bill requires online pornography sites to use a “reasonable age verification method to prevent a minor from accessing an adult oriented website”. The ICC supported SB17 because age verification would help prevent minors from accessing online pornography as well as help adults struggling with pornography addiction.
SB17, now SEA17, was signed by Governor Holcomb on March 13, 2024.
SB190 State Disaster Relief Fund (Sen. Carrasco)
This bill makes changes to the State Disaster Relief Fund (SDRF) by increasing individual assistance amounts and decoupling the fund from a federal disaster declaration. The ICC supported SB190 because these changes will allow greater local and state flexibility to use the fund and will support and supplement the work of Catholic Charities agencies engaged in disaster response in Indiana.

HB1284 Deposit Account Agreements (Rep. K. Pierce)
This bill allows banks and credit unions to make changes to deposit account agreements with limited guardrails for consumers, particularly because continued consumer use of an account can serve as consent to changes under this new law. The ICC opposed this legislation due to the potential for financial institutions to makes changes that disproportionately affect vulnerable Hoosiers.
HB1284, now HEA1284, was signed by Governor Holcomb on March 12, 2024.
HB1426 Long Acting Reversible Contraceptives (Rep. Fleming)
This bill requires hospitals to offer 'long acting reversible contraceptives" (subdermal implants) to a woman on Medicaid after giving birth. The bill was amended in Senate Appropriations to sunset in June 2025. The ICC opposed this bill because the offering of contraceptives immediately after birth, particularly to help prevent low-income women from having more children, is coercive and insensitive to various social and economic challenges that many women face.

The ICC also followed two resolutions:
SC17 expressed the sentiments of the Senate toward assisted suicide:
“[Be it resolved by the Senate:] That the Indiana General Assembly, in its unqualified interest in the preservation of human life, strongly opposes and condemns physician-assisted suicide.”
SC 27 recognizes the National Eucharistic Congress to be held in Indianapolis from July 17-July 21, 2024.
